{"id":397,"date":"2020-09-15T18:23:07","date_gmt":"2020-09-15T18:23:07","guid":{"rendered":"https:\/\/apstaafrica.org\/peacekeepingthismonth\/?p=397"},"modified":"2020-09-15T18:23:10","modified_gmt":"2020-09-15T18:23:10","slug":"un-peacekeeping-chief-outlines-reforms-needed-to-keep-operations-fit-for-purpose","status":"publish","type":"post","link":"https:\/\/apstaafrica.org\/peacekeepingthismonth\/2020\/09\/15\/un-peacekeeping-chief-outlines-reforms-needed-to-keep-operations-fit-for-purpose\/","title":{"rendered":"UN peacekeeping chief outlines reforms needed to keep operations fit-for-purpose"},"content":{"rendered":"\n<p>Over the next 10 years, the world could well be transformed by potentially lethal new technologies, climate disruptions and disruption caused by expanding cities, the UN peacekeeping chief told the Security Council on Monday, outlining the adaptations required to keep the Organization\u2019s flagship enterprise fit-for-purpose as it confronts daunting new security threats.<\/p>\n\n\n\n<p>\u201cWe count on your support, as Council members, as well as that of other peacekeeping partners to strengthen our operations through&nbsp;<a href=\"https:\/\/www.un.org\/en\/A4P\/\" target=\"_blank\" rel=\"noreferrer noopener\">Action for Peacekeeping<\/a>&nbsp;(A4P) &#8211; and beyond\u201d, said Jean-Pierre Lacroix,&nbsp;<a href=\"https:\/\/peacekeeping.un.org\/en\/leadership\" target=\"_blank\" rel=\"noreferrer noopener\">Under-Secretary-General for Peace Operations<\/a>, referring to the landmark 2018 initiative to make mandates more streamlined.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Continued engagement<\/strong><\/h3>\n\n\n\n<p>Delivering his annual briefing, he said the Declaration of Shared Commitments \u2013 adopted by Member States, the Secretariat and international and regional partners \u2013 is the cornerstone of such work.&nbsp; \u201cOur continued engagement for the implementation of these commitments remains indispensable\u201d, he stressed.<\/p>\n\n\n\n<p>All those involved must build on the progress made and shift into a second phase of A4P implementation, he said.&nbsp; The Secretariat has begun crafting overarching priorities.&nbsp; For the next phase &#8211; in 2021 and beyond \u2013 the Department is drawing on analyses of the persistent challenges and needs facing its operations, pushing to complete tasks pending from the first phase.<\/p>\n\n\n\n<p>It is defining a limited number of global priorities for each A4P thematic area, Mr. Lacroix explained, which will provide strategic direction for reform efforts \u2013 for the UN system, as well as for Member States and other partners.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Priority areas<\/strong><\/h3>\n\n\n\n<p>Laying out&nbsp;eight&nbsp;cross-cutting issues, he called first for ensuring that all actions are coherent with \u2013 and contribute to \u2013 overarching political strategies that advance \u201cpositive\u201d peace.<\/p>\n\n\n\n<p>\u201cAiming for short-term stability is not enough,\u201d he said.\u00a0 Missions will need to link particular mandate areas \u2013 whether protection of civilians or institution-building \u2013 back to politics. Indeed, the pandemic has laid bare the widespread nature of inequality, he said.\u00a0 Operations will need more substantive strategic integration with development and peacebuilding actors, on an ongoing basis.\u00a0 It will likewise be important to deepen integrationwithin operations &#8211; among civilian and uniformed components &#8211; as well as with the UN country teams.<\/p>\n\n\n\n<p>In addition, focus will be maintained on enhancing Mission and Headquarters performance and accountability, he said, through regular evaluations and policy frameworks. Improving the safety and security of peacekeepers will be essential and the Department will continue the shift towards more agile operations, with improved situational awareness.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Gender perspective not just \u2018about numbers\u2019<\/strong><\/h3>\n\n\n\n<p>He also recommendedstrengthening the Department\u2019s strategic guidance and planning capacities by developing clear objectives that are known to all, deepening efforts to achieve a more robust and agile posture &#8211; including by using new technologies \u2013 and crucially, applying a gender perspective across all areas of work.&nbsp;<\/p>\n\n\n\n<p>\u201cGender is not only about numbers,\u201d he said.\u00a0 \u201cIt is about the meaningful consideration of the gender differentiated impacts of our work and what we hope to achieve.\u201d Describing broad areas where gains have been made, the peacekeeping chief highlighted political efforts in Sudan, where the initialling of the peace accord between the Transitional Government and Darfur armed groups was facilitated by the African Union-United Nations Hybrid Operation in Darfur (<a rel=\"noreferrer noopener\" href=\"https:\/\/unamid.unmissions.org\/\" target=\"_blank\">UNAMID<\/a>).<\/p>\n\n\n\n<p>In the area of women, peace and security, he said the UN Interim Force in Lebanon (<a rel=\"noreferrer noopener\" href=\"https:\/\/unifil.unmissions.org\" target=\"_blank\">UNIFIL<\/a>) worked with women\u2019s groups and the Government to develop the first national action plan on <a rel=\"noreferrer noopener\" href=\"https:\/\/undocs.org\/en\/S\/RES\/1325(2000)\" target=\"_blank\">resolution 1325<\/a> (2000), one of several examples of expanded political space for women\u2019s participation.
