African Standby Force Training Directives (2021-2023)

 

A. Introduction


1. The ASF Training Directives (2021 – 2023) provide guidance for ASF/PSO training and capability enhancement for the period 2021 – 2023. They are anchored on the AU PSO Doctrine (2021), the 2019 Assessment Report on the Implementation of the 2018 – 2020 ASF Training Directives, recommendations of the 11th and 12th ASF Training Implementation Workshops (TIWs) and current training needs on the continent.

2. It is also informed by the ASF Pledged Capabilities Verification Guideline (2019), the ASF Exercise Planning Guide (2019), the Compliance and Accountability Framework for AU PSO, and the declarations of the 12th and 13th Ordinary Meetings and 3rd Extraordinary Meetings of the Specialized Technical Committee on Defence, Safety and Security (STCDSS) respectively.

3. During the period, ASF training will be focussed on the continuous enhancement of the knowledge, skills and attitudes of personnel who have either been earmarked for deployment or have been deployed to enable them to apply their expertise in AU PSO. It is also aimed at ensuring that institutions providing ASF/PSO training are given the required support to deliver on their mandate.

4. While pre-deployment training for military and police will continue to be the responsibility of Member States, the training of civilian personnel will be the responsibility of the AUC and RECs/RMs, supported by TCEs/TIs. Civilian experts will be given mandatory foundational training after being registered on the African Standby Capacity (ASC) roster and offered further specialized training in line with their areas of expertise. They will also be offered in-mission induction training when they are selected for deployment.
