The African Peace Support Trainers Association (APSTA) includes education, teaching and research institutes/centers; military, police and civilian peacekeeping and PSO training centers; policy research and analysis, and advocacy institutions that are working in the area of peace and security in the African continent. The implementation of APSTA’s strategic plan in pursuit of its objectives will be guided by the Vision, Mission and Core Values contained in this Policy. These Policies and Procedures have been adapted pursuant to decisions made through the relevant governing bodies. Furthermore, they should be read in conjunction with organizational documents that form the legal, strategic and operation frameworks under which APSTA implements its programmes. The documents that are kept in the custody of the CEO include the following :

Staff Profiles

APSTA supports capacity-development initiatives to enhance the impact of peacekeeping by the African Union and regional economic communities/ regional mechanisms. Through dialogue and joint research, APSTA seeks to deepen the debate on peacekeeping capacity development and the implementation of the responsibility to protect. The Association consists of African-based training centers excellence and research organizations drawn from African Union’s five designated regions. Its permanent Secretariat domiciled in Yaoundé Cameroun consists of the following Staff :

Dr OYONO Née Thom Cécile is a Cameroonian Commissioner divisioner of the Cameroonian police who holds a Phd in Political Science. She brings on board more than 20 years of experiences in managerial and leadership role in peace and security field with an excellent record of achieving targets. She has proven record in peace support operation training that she acquired during her police career and as a deputy General Director of Eiforces. As The Executive Secretary, she is in charge of overall management and administration of the Secretariat, She facilitates training workshops, participates in the development of training materials by APSTA members. Dr Oyono’s mission is to promote, increase the visibility and the influence of the organization, to represent APSTA in meeting with donors and others organizations, to assist in addressing problems and challenges confronting programmes, to ensure that periodic activity plans are developed and set targets are achieved, to provide leadership and consultation on policy issues, strategic planning. She is in charge of fundraising.

Christian C.M. Ichite was the Peace support Operations Training and Research Administrator for the Centre for Strategic Research and Studies, National Defence College (NDC) Nigeria as well as the College’s APSTA Desk Officer from 2013 to February 2020. As Desk Officer, he chaired Committees for reform and strengthening of institutional safeguards necessitating the relocation of the Association’s Secretariat from Kenya to Cameroon. Prior to relocation, he was consultant to the Secretariat on various projects, notably the Subsidiarity Research Colloquium and the AU-APSTA Comprehensive Review of African Conflicts and Regional Interventions. Before joining the National Defence College Nigeria, he was Programme Officer, the Nigerian Environmental Study/Action Team-Canadian International Development Agency (CIDA) Project and the Peace and Conflict Studies Programme, University of Ibadan. Laureate of the University of Navarre, Spain, Bachelor of Arts scholarship and the Institute Française de Recherche en Afrique (IFRA) Best Master of Arts project in Peace and Conflict Studies, University of Ibadan Nigeria, Mr. Ichite is a Research Fellow at the National Defence College Nigeria, and certified UN/AU Regional Senior Mission Leader (Grade A), with years of academic formation and professional training at Centres of Excellence across Africa and Europe. He is consultant/trainer for the Konrad Adenauer Stiftung (KAS) Inter-Agency Cooperation project, consultant researcher for the Economic Community of West African States (ECOWAS)/German Agency for International Cooperation (GIZ) regional research project, the United Nations Office of the Special Adviser on Africa (UN OSAA), and Al Jazeera Study Centre among others. He is redacting his PhD thesis on regional peacebuilding determinants in contexts of violent conflicts in sub-Saharan Africa, and communicates in English, French, and Spanish languages.

Jane Nyambura Karanja joined APSTA on 4th September 2014 as a Finance Officer of the Association and later as the Finance | Admin | Human Resource officer in 2017. She brings on board over ten years’ continuous work experience in finance management and administration in the non-profit industry with a short stint in the private sector. Jane began her professional career as an account assistant in the Insurance industry (Kenyan Alliance) for the period 2003-2005 before joining the National Convention Executive Council (NCEC) where she served as the Finance and Administration Officer for three years eight months. In March 2009, she joined Health Rights Advocacy Forum (HERAF) for nine months and thereafter Centre for Rights Education and Awareness (CREAW) as a finance manager in 2010. Further, she worked as a volunteer in various small religious organisations while maintaining close links with Young Men Christian Association (YMCA) as a finance resource person. Prior to Joining APSTA, she worked at the International Center for Policy and Conflict as the Finance and Administration Manager from 2011-2014. She Jane holds a Bachelor of Commerce degree (Finance) from the University of Nairobi in addition to a CPA finalist credential having successfully completed the necessary certifications. She has also attended various capacity building courses on grants management and fundraising by PACT Kenya and UNDP Amkeni Wakenya.

Alexander Nii Odartey Lamptey is a Data Scientist, writer, blogger, Web developer and content/AI manager. Alexander attended Accra Academy Secondary School – Ghana. He holds a Bachelor’s degree in Computer Science (Wisconsin International University) and a Master’s degree in Business Administration with specialization in Project Management (University of Applied Management). He has acquired certifications in Peace Operations Specialised Training (POST) from the Peace Operations Training Institute (POTI), and Online e-learning training development portal from the United Nations Systems Staff College (UNSSC). Alexander also holds certifications in White, Yellow and Green Belts in Lean Six-Sigma Certified IT Engineer, Cyber Security and Digital Awareness, ISO in Integrated Management Systems(IMS), Business Intelligence and Knowledge Management Systems, A comprehensive guide to International Development, Python and Data Analytics Programming.

He brings on board over 12 years of experience in ICT (Systems, projects, security and applications), Media Content and Web Administration coupled with four years of project management experience. He is resilient and proficient in many ICT platforms, Scripting language and programming, server-side Administration, Graphics and mobile applications. Alexander is currently pursuing a second Master’s degree is Cyber Security and Data Analytics with specialization in Digital transformation in Military and security operations. He has also obtained certifications and Diplomas with the UN Systems in Humanitarian law, Human Rights and Peacekeeping Operations, Humanitarian Relief Operations, Gender Equality, Violence Prevention, Logistics for UN Operations and Civilian Protection. Over the past 16 years, Alexander has published over 40 articles, written three books and facilitated over 60 seminars and capacity building workshops alongside virtual meetings.

Alexander functions as the Senior ICT, Content and Knowledge Management Officer at the African Peace Support Trainers Association (APSTA), headquartered in Cameroon-Yaoundé. He is further charged with the delivery of high quality Knowledge Management and ICT support within the Organization. He has the mandate to be responsible for safeguarding the security, integrity and the end use of the ICT/KM systems of APSTA. It is his duty to develop and manage APSTA knowledge and communication efficiencies that allow external access to the association’s output.

Mr. IBRAHIM Mouko Hamadou Aoudi

Mr. Aoudi comes in with a rich interpersonal, secretarial and managerial experince. As a Customer Service/ Front Desk and Personal assistant, he ensures the effectiveness of office operations with regards to purchases, logistic, human resources activities and secretarial support to top management staff including the Executive Secretary in coordinating official activities within the Organization and with external contacts. In addition, Ibrahim serves as our first line of customer relations. He greets and welcome guests, answer questions and address complaints, answer all incoming calls and redirect them or keep messages, he receive letters, packages etc. and distribute them, he Prepare outgoing mail by drafting correspondence, securing parcels etc. He is a member of the APSTA team that offers you a memorial experience at the Secretariat.
